Then open picture you want to work with by clicking the little folder icon on the left and picking out your photo from wherever you have it on your computer.
Then to crop out the excess background, take your mouse and place it on one corner of where you want your picture to actually start.
Then push down the left mouse button and drag your mouse around until you have a square around the section you actually want to be your picture.
Once you do that, click edit at the top file selection and then click CROP SELECTION.
That should drop out all the excess background.
IF you don't like it you can always go back to edit and click undo and retry it until you get it right the way you want it.
Once it has all the excess background cropped out, click on the IMAGE button in the top menu.
Click on Resize Resample
In the first section where it says set new size,
click in the width part and type in 400, 300, 250 as those are the ones I use the most. It AUTOMATICALLY changes the height.
Click OK
and VIOLA you have resized your pix.
